JURY REPORT


The Jury met in two sessions, the first one on October 9th and 10th for the evaluation of the
submitted projects to chose a shortlist that was analysed at the Cities and Juries' Forum that took
place in Bratislava 6th and 7th November and the second one on November 20th 2015, for the final
evaluation, classification and awarding. The Jury members were, in the first working session:

A site representative for each city, also attended the first working session, with voting power (only
for his/hers city). The cities representatives were:
Pedro Ramos, Councilman, Municipality of Odemira;
Rui Lopo, Councilman, Municipality of Barreiro;
Conceição Melo, Director of the Municipality's Urban Planning and Environment Department,
Municipality of Santo Tirso.

In the second working session Jordi Henrich (substitute), was replacing Joan Busquets.
Prof. Pedro Brandão, Secretary General of Europan Portugal and Technical Committee
representative, also participated at the meetings as reporter, without voting rights.

1. The Process
The first meeting of the Jury was preceded by a Technical Commission meeting, held on July 22nd and
23rd, 2015, to verify the proposals' compliance with the competition Rules and Program briefs. This
meeting was reported in assessment charts, one for each of the 87 proposals received.
In the first working session of the Jury, the Jury evaluated the proposals globally, taking into account
notes received from the Technical Committee regarding compliance to program, and the general
criteria of Regulations:
- Conceptual content;
- Contributions in terms of innovation reported to the general theme of Europan - European urbanity
and new challenges – adaptability (The Adaptable City).
After discussion based on the criteria, the vote resulted in the selection of a shortlist of 17 proposals
(around 20%): 8 for Azenha do Mar/Odemira, 5 for Barreiro and 4 for Santo Tirso respectively (Annex
1). A synthetic comment of the evaluation grounds on each proposal was registered.
At Forum of Cities and Juries, the international benchmarking held in Bratislava, 6th and 7th
November 2015, all the selected proposals were present, and the Jury delegated its representation
on Pedro Brandão to participate in the comparative discussion together with city's representatives.
Before the final Jury meeting, the Technical Committee reported to the Jury technical comments on
the implementation feasibility of shortlisted proposals and their potential for integration in a
complex urban adaptability process.

2. Final Jury Meeting - Resolutions
At the final meeting of the Jury, held on November 20th, 2015, the Jury discussed in detail the 17
preselected proposals for Azenha do Mar/Odemira, Barreiro and Santo Tirso, evaluating them in
accordance with the criteria laid down in the Regulations, with equal weighting:
- The relationship between the concept and the site;
- Relevance to the theme issues - sustainable development issues and Adaptability;
- Relevance of the program in relation to its programmatic goals of the site;
- Potential for integration in complex urban process;
- Innovative aspects of the proposed public spaces;
- Attention given to the relationship between housing and other functions;
- Architectural qualities;
- Technical qualities.
After this evaluation the Jury unanimously decided to award 3 winner prizes , 3 runner-up prizes and
4 special mentions, justified with a comment (Annex 2).

The Jury delegated on Pedro Brandão the wording of final proposals comments' synthesis. Finally,
the Jury recommended that every effort should be made so as to provide adequate national and
international dissemination of the results by promoting a national exhibition and prize giving event
and local intermediate closing events providing the opportunities for partners' acquaintance and
preparation for the possible development of winning proposals' options of adaptability.

Annex 2 – Synthetic comments on the awarded proposals
AWARDS – AZENHA DO MAR/ODEMIRA


1st Prize/Winner: Limenochora
Conceptualization of a minimalist and respectful approach with a logic regarding its development. A
strong emphasis on a separation between the cliff area soft context, with independence from the
urban grid area.
Runner-up: Second Lines
A detailed urban development process articulating uses diversity. The role of central plaza, being
somehow unclear could obstacle uses appropriation and feasibility. The cliff intervention although
not strictly in line with briefs' orientation makes sense.
Special Mention: Resonance(s) As Chan(c)ge
A very process orientated proposal developed on the base of contextualized scenarios. The response
regarding existing housing problematic is somehow missing consolidation targets.
Special Mention: Amphibia
Interesting communitarian and modular approach. Low-profile architecture with scarce innovation
while stimulating the potential for possible projects developments.

AWARDS – BARREIRO
1st Prize/Winner: Between The Lines
A project with a focus on program and feasibility of the several parts through strong design concepts
characterizing the project area as an independent and coherent unity. The parking area, once the
transport interface is removed may adopt a landscaping soft leisure role.
Runner-up: Insert Coina
Interesting proposal on implementation phasing methodology and activities mix integration. There is
scarce information supporting parking dimension and rational use evolution.
Special Mention: Sewing Spaces Inbetween
A proposal that integrates various activities mix in a comprehensible and efficient way including its
programming process.

AWARDS – SANTO TIRSO
1st Prize/Winner: Foodlab Santo Tirso
A strong image envisions a combination between a "ludic" and iconic profile, centred on the plaza
approach as a kind of architectonic concept, with partial covering and landscaping organization.
Difficulties in implementation process should be carefully manageable.
Runner-up: 3Tirsolines
A complex diversification proposal with eventual difficulties in implementation of some parts, but
strong in its interaction with the surrounding areas with an innovative approach to place-making
through a strategy of urban morphological and activities' motivation.

Special Mention: Play Time
A simple and well organized proposal, articulated with the urban matrix. Some components are not
so detailed or explained, like the parking solutions, and feasibility may be questioned.
